Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role

 

Triple Zero Victoria (TZV) is seeking an accomplished operational executive to lead the delivery of emergency communications at its Williams Landing Emergency Communications Centre.

 

Reporting to the Chief Operations Officer, this pivotal role is responsible for the strategic and operational leadership of emergency and non-emergency communications, ensuring Victorians receive timely, safe and effective emergency response services when they need them most.

 

You will provide executive leadership across emergency operations ensuring that services remain resilient, high performing and responsive in a complex operating environment.  Leading a large, 24/7 workforce across the Williams Landing State Emergency Communication Centre, you will drive operational excellence while shaping the future of emergency communications through innovation, collaboration and continuous improvement.

 

Day to day responsibilities include:

  • Lead metropolitan operations by providing strategic and operational leadership for 24/7 emergency and non-emergency communication services across the State Emergency Communication Centres, ensuring safe, reliable and high-performing service delivery.
  • Build organisational capability by leading and developing a high-performing leadership team, fostering a culture of accountability, inclusion, wellbeing, continuous improvement and operational excellence.
  • Drive operational performance through effective workforce planning, resource optimisation, governance, risk management, quality assurance and performance reporting to ensure services meet community expectations and legislative obligations.
  • Strengthen strategic partnerships by building trusted relationships with emergency service agencies, government, industry partners, unions and key stakeholders to support coordinated emergency management and service delivery.
  • Lead transformation and innovation by championing organisational change, technology-enabled service improvements and future-focused operating models that enhance emergency communications capability.

 

 

About You

 

You are an experienced executive leader with a strong operational background in emergency management, public safety or another complex 24/7 service delivery environment. You thrive leading large operational teams through change while maintaining a relentless focus on service delivery, people leadership and community outcomes.

 

You will bring:

 

  • Extensive executive leadership experience leading large, complex operational teams in emergency services, public safety or similarly regulated 24/7 environments.
  • Demonstrated success driving operational performance, organisational resilience and continuous improvement through strategic leadership and innovation.
  • Strong understanding of emergency management, multi-agency operations and incident management frameworks, including AIIMS.
  • Proven ability to build trusted partnerships and influence outcomes across government, emergency service agencies and diverse stakeholder groups.
  • Strong commercial and organisational acumen, including workforce planning, financial management, governance and strategic decision-making.
  • Relevant tertiary qualifications in leadership, business, management or emergency management (postgraduate qualifications highly regarded).
