Triple Zero Victoria

Triple Zero Victoria provides the critical link between the Victorian community and the state’s emergency services agencies. In 2024-25, Triple Zero Victoria (TZV) answered 3.09 million calls for assistance. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Ambulance Victoria (including non-emergency patient transport), Fire Rescue Victoria, the Country Fire Authority, Victoria Police and Victoria State Emergency Service.

Position Overview

As trusted adviser to the Executive Director, Digital Transformation and the Deputy Senior Responsible Officer, you will be the central point of coordination for high-level briefings, government and parliamentary responses, external reviews and strategic issues across TZV’s Next Gen CAD, $253 million transformation program. This role complements the PMO function — your focus is strategic advice, government interfaces and the quality of high-level advice, not program controls. A conventional project-management background is not essential: the priority is senior strategic advisory capability across government, policy and governance, with enough program literacy to translate delivery and risk information for executive, Board and ministerial audiences.

This is not simply a technology program. Success depends on integrating technical delivery with operations, workforce readiness and capability, change, and commercial and vendor performance, and ultimately transitioning into sustainable operational capability.

Your Experience and Attributes

  • Substantial experience in preparing high-level briefings, government and parliamentary responses, and material for external reviews, within the public sector or a similarly complex, accountable environment.
  • Demonstrated understanding of machinery of government, ministerial processes and public sector governance.
  • Proven ability to translate complex, sensitive issues into concise, evidence-based advice for senior executives.
  • Exceptional written communication skills, including executive briefings, Board papers and government submissions.
  • Candidates from ministerial, departmental or central agency backgrounds at a comparable level (such as VPS6 or equivalent) are strongly encouraged to apply, irrespective of whether they have a project management career.
