Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role
The Senior Project Manager is an active participant within the Next Generation CAD program (NGC) and broader Digital Transformation team.
The role will be to manage multiple projects as directed by Project Support and Technical Delivery. From a functional perspective, the role will report to the Senior Program Manager. As part of the Next Generation CAD Program, the role will require engagement with service and application vendors, the PMO, a CAD System Integrator, a CAD System Vendor, an API Development Vendor, and internal technology and operations teams.
Specific accountabilities will be to lead a team of specialists and undertake project planning and delivery in accordance with the agreed scope, budget, timeframe and quality and project closure. To achieve these deliverables, the Senior Project Manager will follow TZV Project Management Framework.
The Next Gen CAD (Call Taking and Dispatch) program is a critical government investment and includes the delivery of various technical capabilities. There are a number of technical components of the Next Gen CAD eco-system that need to be delivered concurrent with implementation of Next Gen CAD. They are ICT dependencies that directly impact TZV’s ability to achieve Next Gen CAD milestones and dependencies and need to be managed as a portfolio of ICT related projects, concurrent with Next Gen CAD delivery.
Working closely with the business experts, vendors, including the strategic deliver partner and system integrator, the role of the senior project manager will be to manage multiple projects as determined by priority. Activities will include project management under agile and waterfall methodologies and will require involvement in procurement activities, vendor engagement and management, and project management of nominated projects into delivery. production. As the software is a schedule of activities, experience with rostering and time and attendance is an advantage.
Day to day responsibilities include:

Deliver strategic vision, leadership and oversight of the design, delivery and continuous improvement of the key ICT related projects across the TZV Transformation Program.

Provide expert advice and guidance to senior managers and executive partners across the program, and the emergency services sector, as it relates to Cardinal Projects.

Monitor, assess and report on the overall progress of the project, against cost, time and scope tolerances, quality, risk and benefits criteria.

Establish and lead multi-disciplinary teams and coordinate all resources to ensure all milestones and performance targets are met, whilst prioritising the welfare of direct reports, promoting a safe, inclusive and welfare centric workplace.

Liaise with key stakeholders across TZV, specifically Next Gen CAD and Operations to ensure sufficient project resources and technical subject matter experts to support project delivery.

Manager the interdependencies of the projects within the program, ensure resources, suppliers, technology, and schedule support effective program delivery
About You
The successful candidate will have the following experience, skills, and attributes -

Tertiary qualification in Project Management and/or Project Management Qualification (PRINCE2, PMBOK, or equivalent).

Extensive experience in project management, in medium to large technology projects.

Demonstrated ability to successfully implement, coordinate and deliver projects with multiple users, over multiple sites.

Strong interpersonal and stakeholder engagement skills, with proven ability to negotiate, influence outcomes and obtain support.

Demonstrated ability to oversee, direct and manage multi-disciplinary project teams.

Excellent written and verbal communication and presentation skills.
