About Triple Zero Victoria
Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role
The Senior Manager, Transition, Integration & Assurance is a key leadership role within TZV’s Transformation Program, reporting to the Executive Director, Digital Transformation. The role is responsible for leading the transition and integration of the Next Gen CAD program and related ICT initiatives into operational service and beyond.
You will oversee the planning and delivery of technical and operational capability, ensuring a smooth transition into a sustainable BAU operating model. Acting as a critical conduit between the program and the organisation, you will represent ECIS and provide expert oversight of system integration, interoperability and delivery outcomes.
As a senior leader and subject matter expert, you will ensure the program is delivered to scope, on time and within budget, leveraging TZV’s project management frameworks to achieve successful outcomes.
Day to day responsibilities include:
- Provide strategic leadership and advisory support to ensure alignment between TZV, ECIS and Digital Transformation initiatives.
- Lead the transition and implementation of the Next Gen CAD operating model, ensuring readiness and sustainable service delivery.
- Act as the senior liaison between program leadership, vendors and stakeholders, ensuring delivery against scope, milestones and commitments.
- Drive cross-sector collaboration and stakeholder engagement across emergency services, government and delivery partners.
- Oversee program delivery, integration and governance, including risk management, reporting and operational acceptance into service.
- Lead transition planning and operational readiness, including workforce capability, cultural change and service integration into BAU.
About You
The successful candidate will have the following experience, skills and attributes:
- Extensive experience (15+ years) delivering complex ICT programs, ideally within large-scale or multi-agency environments.
- Proven leadership in program or project delivery, with strong knowledge of project lifecycles and frameworks (e.g. PMBOK, PRINCE2, Agile).
- Demonstrated experience in government or emergency services environments, with understanding of operational service delivery.
- Highly developed stakeholder management and influencing skills, including the ability to navigate complex and sensitive environments.
- Strong communication, organisation and problem-solving capability, with attention to detail and ability to manage competing priorities.
- Demonstrated ability to drive outcomes in complex, fast-paced programs, working both independently and collaboratively.
