Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role
The Senior Manager, Strategic Reviews leads the organisation’s strategic review and analysis function, identifying transformation opportunities that align with Triple Zero Victoria’s strategic and financial goals. Working closely with executive leaders and departments, the role delivers high quality analysis and evidence-based insights to support CEO and Board-level decisions. This position plays a key role in shaping the organisation’s future direction by synthesising internal and external information to establish the potential case for transformational change.
Day to day responsibilities include:
- Lead strategic reviews and environmental analysis to identify transformation, risk mitigation, and improvement opportunities.
- Translate internal and external insights into evidence-based recommendations for executive and Board-level decisions.
- Develop clear, high-impact reports, business cases, and Board papers to support strategic initiatives.
- Collaborate with internal teams to integrate risk insights and uncover strategic opportunities.
- Foster knowledge sharing and maintain strategic registers to support planning across the Strategy & Capability Department.
- Build strong stakeholder relationships and manage teams or consultants to deliver review and scanning activities with integrity.
About You
You are a strategic thinker with strong analytical and leadership capabilities, passionate about driving transformation and delivering evidence-based insights. You bring a strategic mindset, a collaborative approach and a track record of working across diverse teams to shape organisational direction.
- Tertiary qualifications in public policy, economics, finance, law, or a related field, with postgraduate qualifications highly regarded.
- Demonstrated expertise in strategic reviews, environmental scanning, and business case development.
- Strong analytical and conceptual skills with the ability to distil complex data into actionable insights
- Excellent communication skills, with experience preparing reports and briefings for senior executives and Boards.
- Proven ability to engage and influence stakeholders, both internally and externally
- Leadership experience managing teams or consultants, with a commitment to public sector governance and integrity
