Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role
The Governance, Strategy & Intelligence (GS&I) Department is responsible for implementing corporate strategy, policy, and planning across the organisation. It works closely with TZV's leadership, operational teams, and key stakeholders, including government and ministers, to ensure the organisation achieves its strategic, legal, and ministerial goals efficiently. This is achieved through strong governance, strategic responsiveness, data-driven decision-making, promoting a risk-based culture, ensuring compliance, and driving reform.
The Senior Manager, Strategic Planning and Reporting plays a vital role in the GS&I department. The role involves overseeing the delivery of the enterprise strategy, planning, investment coordination, and reporting, in line with TZV’s Strategy, Project Management, and Change Management Frameworks. Additionally, the Senior Manager will support the delivery of strategic projects to enhance service delivery to the Victorian community and contribute to identifying innovative solutions to complex problems, promoting new approaches to achieving strategic objectives.
Day to day responsibilities include:

Lead the coordination, oversight, and monitoring of strategic planning and reporting to support the achievement of the organisation's objectives.

Develop and manage governance structures for projects and programmes in line with legislative and policy requirements, ensuring effective assurance and executive oversight.

Coordinate the delivery of critical public reporting, including strategies, corporate plans, and annual reports for TZV.

Provide timely specialist advice on strategic, investment, and project matters to the Executive Leadership Team.

Support the development of strategy, business planning, reporting, and project artefacts in compliance with TZV’s legislative and departmental requirements.

Monitor and report on the progress of corporate planning and enterprise-wide projects, assessing performance against cost, time, scope, quality, risk, issues, and benefits.
About You
The ideal application for this role will demonstrate the following skills and experience:

Tertiary qualification in Business or related discipline and formal qualification in Project Management (Agile, PRINCE2, PMBOK, or equivalent).

Extensive experience in managing large-scale strategic programs and projects.

Proven ability in complex stakeholder engagement, negotiation, and collaboration to achieve desired outcomes.

Strong research skills to identify best practices and drive innovation and continuous improvement in strategy and project delivery.

Demonstrated leadership in managing multi-disciplinary teams and delivering multiple activities simultaneously in a complex environment.

Proficiency in written and verbal communication, including brief writing, reporting, and facilitating meetings with diverse stakeholders.
