Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role
The Senior Manager, Procurement plays a critical leadership role in delivering high-quality, efficient and compliant procurement services that enable TZV’s strategic and operational objectives.
Reporting to the Director, Strategic Capabilities, this role leads a team of procurement professionals and oversees the effective management of procurement activity across the organisation, including workload prioritisation, workflow governance, policy implementation and the provision of sound commercial advice. The role ensures alignment with Victorian Government procurement frameworks while maintaining a strong focus on security of supply, probity, efficiency and value for money.
The Senior Manager, Procurement works collaboratively with stakeholders to understand operational needs, provide expert procurement guidance and strengthen commercial capability. The role also drives continuous improvement in procurement practices, systems and governance to enhance organisational performance and compliance maturity.
Day to day responsibilities include:
- Lead and develop the Procurement team, fostering a collaborative, high-performance culture focused on service excellence, clear expectations, accountability, and professional growth.
- Oversee end-to-end procurement activities across all categories, ensuring compliance with Victorian Government Purchasing Board (VGPB) policies, Standing Directions under the Financial Management Act 1994, relevant legislation, and internal TZV frameworks.
- Drive strategic procurement planning and delivery, including category strategies, sourcing plans, supplier management frameworks, pipeline oversight, workload prioritisation, and the provision of authoritative commercial advice.
- Strengthen governance, systems and performance oversight, ensuring accurate, timely and audit-ready documentation, monitoring procurement metrics, savings and compliance outcomes, and maintaining robust reporting practices.
- Build strong stakeholder and supplier partnerships, collaborating with finance, legal and business areas to understand operational needs, enhance procurement capability through training and tools, and promote ethical, sustainable and value-for-money outcomes.
About You
This role requires a strategic and commercially astute procurement leader who can demonstrate the following qualifications, capabilities and experience:
- Tertiary qualifications in procurement, business, commerce, law or a related discipline, with membership of (or progress toward) a recognised professional body such as the Chartered Institute of Procurement & Supply (CIPS) or equivalent highly regarded.
- Demonstrated expertise in leading end-to-end procurement within complex environments, with strong knowledge of Victorian Government Purchasing Board (VGPB) frameworks or equivalent, and the ability to build, motivate and develop high-performing teams to deliver compliant, high-quality outcomes.
- Proven ability to develop and implement category strategies, analyse complex procurement issues, leverage data and insights, and provide sound commercial advice that aligns with organisational objectives and delivers value for money.
- Strong understanding of procurement governance, probity, risk management and legislative compliance, with a demonstrated commitment to integrity, accountability and public value.
- Highly developed communication, negotiation and influencing skills, with the ability to build trusted partnerships across all levels, manage competing priorities, drive continuous improvement, and contribute positively within a collaborative and fast-paced environment.
