Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role
The Senior Manager, Policy and Reform is a key and active participant of the Governance, Planning and Intelligence (GP&I) Department.
The Senior Manager, Policy and Reform is a leading role within the Strategy, Policy and Planning Team and is responsible for providing strategic policy advice on and implementation of a range of key policy, project, reform and organisational matters. In this role you will be responsible for developing evidence-based policy advice and coordinating implementation of strategic initiatives to support sector wide reform and organisational continuous improvement. You will coordinate high quality reporting and support engagement with key stakeholders related to policy, reform, and strategic projects.
Day to day responsibilities include:
- Leading and managing the coordination and consolidation of input in to reviews and enquiries, with a focus on policy analysis and advice
- Leading policy, coordination and administrative support for TZV’s participation and contribution to key reviewed and inquiries and other policy related reforms
- Delivering strategic advice and support to Cabinet committees, the Minister, government departments, TZV executives, governance bodies, partner agencies and stakeholders on emerging complex or highly sensitive issues, risks and trends impacting on the successful achievement of objectives and priorities for the sector
- Building and maintaining relationships with key stakeholders to support a collaborative approach to policy development and implementation, and to promote integration of outcomes and priorities across diverse policy areas
- Leading and managing the preparation of submissions and briefs to Ministers, senior government officials and TZV executives on issues led by the team, including on significant policy proposals
- Act as a point of escalation for and lead the resolution of stakeholder matters
- Provide leadership, management, mentoring, support and guidance to ensure informed and integrated delivery of initiatives and projects, the development of capability and the fostering of a continuous improvement culture.
About You
The successful candidate will have the following skills, experience and attributes:
- A relevant Tertiary qualification such as arts, business, public policy, emergency management or law
- Demonstrated high-level experience in developing and delivering complex policy analysis and recommendations, including navigating government processes to achieve outcomes in a complex stakeholder environment
- Previous experience in management positions within a State Government or similar environment
- A strong understanding of the Victorian’s Government’s policy framework
- Proven experience and strong attention to detail, with the ability to prepare accurate and detailed documents, reports and correspondence
- Demonstrated experience in delivering policy reform and working with a broad range of senior stakeholders
