About the Role

 

The Senior Legal Counsel (Contracts and Procurement) supports the Legal Services department and contributes to strategic decision making and legal risk management across TZV. You will work with internal stakeholders at all levels within the organisation and provide expert legal advice on contracts, procurement, and commercial law, to support the delivery teams for a range of major IT, telecommunications and other initiatives. You will be expected to lead complex legal contractual and related negotiations with external suppliers to achieve the best outcomes for TZV and provide practical, comprehensive and commercially focused legal services and solutions to TZV.

 

Reporting to the Director, Legal Services, this role operates within a complex stakeholder environment in the emergency management sector. The Senior Legal Counsel (Contracts and Procurement) will identify innovative solutions to balance stakeholder requirements and ensure TZV’s compliance with public sector regulatory and policy frameworks. The nature and size of the Legal Services department will mean that you will be accountable for leading matters allowing you to make a significant contribution to their outcome and your personal and professional development.

 

Day to day responsibilities include:

  • Provide timely, expert, and authoritative legal advice on complex matters, to executives, senior management, and other internal stakeholders with a strong focus commercial law, contracts and procurement, including having an authoritative understanding and knowledge of the Financial Management Act 1994 (Vic), relevant Ministerial Standing Directions and the Victorian Government Purchasing Board requirements for procurement.
  • Lead complex legal contractual and related negotiations with external suppliers.
  • Draft, review and negotiate commercial agreements for a range of goods and services (with a focus on IT and ICT enabled initiatives) with suppliers and advise on contract management issues.
  • Draft, review and continuously improve template agreements and guidance materials for use within TZV and provide guidance to TZV’s Commercial & Procurement Management team and internal stakeholders regarding use of these templates.
  • Protect TZV interests by proactively identifying legal risks and practical solutions to address those risks, whilst leading the development of a positive culture of legal risk management.
  • Monitor and review legal practices and processes within TZV, identify and contribute to implementing continuous improvement initiatives, and build staff capability through the development of guidance materials and training materials.

 

 

About You

 

The ideal candidate will be an Australian Lawyer holding a current unrestricted Australian practising certificate under the Legal Profession Uniform Law (Victoria), with a minimum 10 years’ post qualification experience. They will also have the following experience, skills and attributes:

 

  • Significant experience in providing high level and authoritative oral and written advice, which is clear and practical, on a range of complex legal matters, with a strong focus on commercial, contract and procurement matters.
  • Significant demonstrated experience in negotiating and drafting complex contractual and commercial arrangements. 
  • Excellent conceptual and analytical skills and the ability to formulate and implement innovative and pragmatic solutions to meet business needs. 
  • Demonstrated ability to lead, manage, influence, and operate comfortably and contribute at all levels of TZV.
  • Demonstrated ability to work effectively, both independently and in a multi-disciplinary team, in a fast-paced environment with tight timeframes, and lead and manage several projects simultaneously.
  • Excellent written communication skills, including experience in autonomously preparing legal advice, on complex legal issues using clear and concise language.
