Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role

 

The Radio & Voice Recording Service Lead is a senior specialist role within the ECIS function, providing technical leadership, governance and oversight of mission-critical radio and voice recording systems that support TZV’s emergency communications.
Reporting to the Senior Manager, the role leads service strategy, lifecycle planning and vendor performance, acting as the key interface between TZV, emergency services, EMV and vendors. It ensures systems remain reliable and secure in a 24/7 environment while managing complex technical issues and driving continuous improvement and resilience.

 

Day to day responsibilities include:

 

  • Lead service performance, governance and continuous improvement for radio and voice recording systems
  • Provide technical expertise on system design, integration, risk and lifecycle management
  • Oversee vendor performance, service delivery and contract outcomes
  • Manage complex incidents, issues and changes impacting operational communications
  • Drive testing, upgrades, service enhancements and operational readiness activities
  • Build strong stakeholder relationships across TZV, EMV, emergency services and vendors

 

 

About You

 

You are an experienced technical leader with strong expertise in telecommunications or mission-critical communications systems, ideally within a complex 24/7 environment.
 

 

The successful candidate will have the following experience, skills and attributes:

 

  • A Diploma in radio engineering or suitable substantial experience.
  • Significant relevant technical and maintenance experience across highly specialised technical domains.
  • Demonstrated senior technology leadership experience in the management of mission-critical telecommunication systems, including voice, and integrated communication systems supporting operational or emergency services.
  •  Extensive and relevant senior Technology support, design, operate and maintain experience and demonstrated ability to work effectively in a complex mission critical 24x7, multiple stakeholder communications environment.
  • Experience with developing contents within standards interpreting, measuring and understanding vendor performance for operational services.
  • Strong understanding of critical communication technologies, including PABX voice servers and recording systems, private mobile radio (e.g. Tetra, P25), or other emergency service radio systems (VHF, UHF for police, fire, aviation) with demonstrated in-depth experience in service delivery and service ownership of technical radio services.
  •  Proven experience including oversight and responsibility to ensure third-party performance and service outcomes meets business metrics.
  •  Proven ability to operate and assist to shape interface agreements, and maintain technical and operational interface agreements, including demarcation of responsibilities, service boundaries, and integration points that support internal services, through external service providers.
