Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role
The Procurement Lead is responsible for leading and managing end-to-end sourcing activities as well as providing expert guidance and support within TZV. As the Procurement Lead, you will play a critical role in optimizing TZV’s procurement activities and ensuring seamless availability of goods and services.
This position is responsible for managing the strategic sourcing team who are involved in all phases of strategic sourcing activities that require the skills necessary to identify saving opportunities to create value, create competitive environments, creatively negotiate with suppliers, and generate contracts to ensure seamless availability of products and services needed to support departmental objectives.
This role requires highly developed commercial acumen with strong negotiation skills to deliver solutions to high value or high-risk sourcing activities, as well as the ability to identify and implement process improvement opportunities that will lead to improved strategic sourcing, procurement and contract management within TZV.
Day to day responsibilities include:
- Leading a small team undertaking strategic sourcing projects across multiple procurement categories
- Engaging and negotiating with supply markets based on strategic principles and a total cost of ownership approach
- Supporting the development and implementation of departmental category strategies, policies and procedures, ensuring compliance with the Victorian Government Purchasing Board policies, and other legislative requirements
- Collaboration with internal stakeholders, such as finance, operations and legal teams to align procurement activities with organisational needs
About You
The preferred candidate will bring extensive experience in procurement or strategic sourcing roles, and the ability to understand and apply the Victorian Government Purchasing Board guidelines.
In addition, we are seeking the following skills and experience:
- A bachelor degree in a relevant discipline such as commerce, finance, legal or engineering
- Demonstrated knowledge of procurement best practices, industry trends and relevant regulations, along with an analytical mindset with the ability to leverage data and market intelligence for informed decision making
- Demonstrable experience in procurement procedures and financial management systems, procurement strategy development, vendor management and contract negotiations
- Strong interpersonal and communication skills, with the ability to work with an influence a wide range of internal and external stakeholders
- Ability to lead a team of Procurement Specialists to apply appropriate strategies and commercial solutions to complex procurement.
