Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role
The Manager, Technical and Commercial Governance will play a key role in the Next Generation CAD (NGC) Project Team, serving as a core member of the Governance sub-stream.
This role is responsible for driving efficient and effective technical governance activities across the project, including related functions such as commercial, procurement, legal, and resourcing. Key responsibilities include preparing meeting materials and project briefs for senior leadership and external stakeholders.
Reporting to the Governance Lead, the Manager will collaborate with internal and external stakeholders across the project and the broader organisation. Building strong, productive relationships will be essential to support decision-making and ensure alignment with project objectives.
Day to day responsibilities include:
- Preparation of technical governance materials including briefs, presentations, and reports for the Executive Leadership Team.
- Ensuring project compliance with technical and commercial governance processes, for reviewing, endorsing and approving decisions and artefacts.
- Coordination with TZV’s Emergency Communications Information Services (ECIS) teams to provide updates on the progress of the NGC Project and related technical initiatives.
- Liaising with the Senior Manager, Cardinal Program to obtain regular updates on associated technical projects.
- Provision of support procurement, legal, commercial and recruitment activities for the NGC Project by facilitating effective and compliant procurement processes, preparing, and reviewing sourcing and evaluation plans, drafting job descriptions for new roles and preparing recruitment briefs for senior management regarding contingent workers.
About You
The successful candidate will have a Tertiary qualification in Commerce, Economics, Business Administration, or a related discipline, or possess substantial experience in public sector investment planning and business administration, as well as the following skills and experience -
- Extensive experience in drafting government briefs and preparing high-quality technical governance presentations.
- Proven ability to write clearly and effectively under tight deadlines.
- Demonstrated experience working in project-based environments, preferably within information technology and communication sectors.
- Strong analytical skills, with demonstrated expertise in both qualitative and quantitative analysis.
- Excellent verbal communication skills, with the ability to adapt messaging for diverse audiences, including senior government executives.
- Strong interpersonal skills and the ability to collaborate effectively with a wide range of stakeholders.
