About Triple Zero Victoria
Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role
The Manager, Learning & Development (L&D) is responsible for the design, delivery and governance of enterprise learning programs that support organisational capability, compliance, and strategic workforce outcomes across a 24/7 emergency services environment.
This also includes responsibility for the internal corporate training delivery model, instructional design and scheduling of enterprise-wide learning. The role oversees the implementation of the Enterprise Learning Framework and champions contemporary, evidence-based learning practices that improve performance, inclusion, and service excellence
Day to day responsibilities include:
- Manage the implementation and continuous improvement of the Enterprise Learning Framework across the organization
- Maintain governance, administration, and quality assurance mechanisms for enterprise-wide learning
- Manage external vendors, learning contracts and content providers in line with public sector procurement standards
- Ensure learning strategies are aligned with workforce planning, service delivery priorities and government capability frameworks and responsive to changing needs
- Develop training programs and modules and manage Learning Experience Designers to create innovative multi-modal learning solutions
About You
The preferred candidate will have experience in leading enterprise learning frameworks and strategic plans and ideally hold a certificate IV in Training & Assessment (TAE40122 or equivalent) and wiill have an understanding of emergency services, emergency management, telecommunications, employee relations and relevant Government Policy.
The successful candidate will have the following experience, skills and attributes:
- Expertise in learning delivery, design, scheduling, and coordination of operational or service training
- Strong knowledge of adult learning principles and contemporary delivery models
- Experience managing a team and engaging senior stakeholders
- Understanding of public sector governance, compliance and industrial obligations related to training
- Tertiary qualifications in Education, Human Resources, Learning & Development, or related discipline
