Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role

The Technology Resilience & Disaster Recovery Manager is a critical role within the Emergency Communications Information Services (ECIS) team, responsible for leading the development and maturity of TZV’s technology disaster recovery and continuity capability. 

Reporting to the Senior Manager, Technology Resilience, the role provides leadership across technology disaster recovery planning, recovery readiness, testing and continuous improvement to support the resilience of 24/7 mission critical technology services underpinning TZV operations.

Working across technology teams, architecture, business continuity, projects and strategic vendors, the role will establish and maintain the frameworks, recovery plans, standards and testing program required to demonstrate that critical technology services can be recovered in line with agreed business requirements.

This is an opportunity to play a key role in strengthening the resilience and recoverability of technology services that directly support Victoria's emergency response capability.

Day to day responsibilities include:

• Develop a comprehensive technology continuity and disaster recovery framework for ECIS working with internal stakeholders to establish and maintain technology recovery requirements, including Recovery Point Objectives (RPOs) and Recovery Time Objectives (RTOs), aligned with approved business impact and continuity requirements.
• Develop detailed technology recovery plans, processes, procedures, playbooks and checklists to enable effective disaster recovery and uplift the maturity of TZV’s technology recovery capability.
• Collaborate with the Business Continuity and Resilience team to ensure that technology recovery plans, processes, procedures are aligned with organisational business continuity requirements.
• Lead and co-ordinate the continuous development, review, and update of disaster recovery plans and supporting artefacts, and drive continuous improvement in disaster recovery governance, recovery processes and technical recovery readiness.
• Develop a Disaster Recovery Testing Strategy and Test Plan, including an ongoing multi-year schedule incorporating appropriate recovery scenarios across critical technology services.
• Plan, lead and coordinate regular simulated exercises and technical recovery testing, including failover, recovery and return-to-normal capabilities, in accordance with the agreed testing program.
• Develop and maintain a prioritised multi-year roadmap to support the continuous improvement and maturity of TZV’s technology continuity and disaster recovery capabilities.

About You

The successful candidate will also have the following experience, skills and attributes:

• Extensive experience in technology disaster recovery, IT service continuity or technology resilience within complex environments.
• Proven ability to develop and continuously improve disaster recovery and technology continuity frameworks, strategies, and capabilities.
• Experience creating technology recovery plans, including establishing RTO and RPO requirements and developing recovery procedures, playbooks and checklists.
• Demonstrated ability to translate business impact, risk, and continuity requirements into technology recovery strategies.
• Experience developing and leading disaster recovery testing, recovery exercises, and validation activities across technology and business teams.
• Strong capability in assessing recovery readiness, identifying gaps, and driving continuous improvement initiatives.
• Knowledge of ITIL, ISO 27031/22301, VPDSF, and experience in 24/7 mission-critical or public sector environments (desirable)
