About the Role

 

The IT Business Continuity Planning (BCP) and Disaster Recovery (DR) Manager is a critical role within the Emergency Communications Information Services (ECIS) team. It was established to provide the vision and leadership in enabling and driving maturity and uplift in IT BCP and DR supporting critical service continuity across 000VIC’s key technology domains. 

 

The role will manage IT Business Continuity and Disaster Recovery planning and drive significant maturity and uplift in capabilities supporting business continuity for an organisation running 24/7 mission critical systems providing emergency services response and management to the Victorian community.

 

The IT BCP and DR Manager will lead the collaboration and engagement with technology teams and business stakeholders to develop maturity in disaster recovery, high availability, and resilience of TZV’s critical applications, platforms, and systems. The role will build and develop key stakeholder relationships including but not limited to the Business Continuity and Resilience, Cyber Security, Technology Project Delivery, vendor partners, and across all ECIS technology teams.

 

Day to day responsibilities include:

  • Develop a comprehensive IT Business Continuity and Disaster Recovery framework for ECIS working with internal stakeholders to ensure the RPO, RTO and MAO are defined and aligned with business requirements and 000VIC’s Business Continuity Plan (BCP).
  • Develop detailed plans, processes, procedures, playbooks, and checklists to enable effective business continuity and disaster recovery planning and uplift of maturity of 000VIC.
  • Collaborate with Business Continuity management team to ensure that the IT BCP and DR (crisis management) plans drive continuity and disaster recovery (DR) strategy, processes and procedures.
  • Lead and co-ordinate the continuous development, review, and update of the plans, which includes leading continuous improvement in disaster recovery governance, recovery processes, procedures, playbooks, and checklists to ensure and maintain continuous disaster recovery technical readiness.
  • Develop BC and DRP Test Strategy and Test Plan, including an ongoing multi-year schedule for testing that incorporates all BC and DRP test scenarios.  
  • Plan, lead and coordinate regular annual simulated exercises and live testing of fail-over and return-to-normal capabilities of the Test Plan.
  • Plan and develop an appropriate roadmap across a multi-year program that ensures the ongoing continuous improvement and maturity of 000VIC’s IT BCP and DR capabilities in line with business stakeholder expectations.

 

 

About You

 

The successful candidate will have extensive and proven experience leading, developing and continuously improving IT Business Continuity (BC) and Disaster Recovery (DR) Frameworks and plans, including defining RTO, MTO’s and developing comprehensive recovery procedures, playbooks and checklists to support BCP.

 

In addition, the successful candidate will also have the following experience, skills and attributes:

  • 5+ years of experience in business continuity and disaster recovery planning and execution, with a strong background in business impact and situation analysis (DR scenarios).
  • Extensive experience leading and developing IT Business Impact Assessments (BIA) and Risk Assessments with technology teams and business stakeholders.
  • Proven experience developing Disaster Recovery Testing Strategies and Test plans, and leading DRP testing scenarios with technical teams and business stakeholders.
  • Previous experience assessing and enhancing operational processes in support of reliable systems, including development and tracking of performance metrics. 
  • Proven ability to influence and collaborate with internal and external resources to influence uplift and continuous process improvement.
  • A Tertiary qualification in IT related studies or related discipline.
  • Disaster Recovery or Business Continuity certificate or certification
  • ITL V3 Certificate and/or experience in an ITIL environment
  • Knowledge of ITIL and industry best practice frameworks 
  • ISO 27031 or 22301 knowledge and experience 
  • Knowledge of Victorian Protective Data Security Framework (VPDSF) 
  • Experience working within the public sector
