Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role
The GIS Analyst is an active participant within the Next Generation CAD program (NGC).
The goal of the function is to contribute to the provision of the delivery of all end-to-end GIS functions for the Program. These include the GIS Enterprise Software (ESRI), GIS data management, mapping, and geocoding activities for the Program.
Reporting to the Senior GIS Specialist, specific responsibilities will include the establishment of a new highly resilient and highly available GIS solution and integration of the solution with the NGC CAD product. The GIS Analyst will be responsible for developing the mapping services, assisting in the integration of geocoding components, and contributing to the software deployment and configuration activities. Lastly the role will include working with the existing Geospatial team in the business to design and build the mapping, geocoding, and routing services.
The purpose of the role is to embed a new Geospatial service for the organisation by utilising the ESRI platform to build a mapping solution that will be consumed by the Computer Aided Dispatch (CAD) system. The CAD System is used in the address verification, routing and dispatch process used by call takers and dispatchers for the location of a caller.
As part of the Next Generation CAD Program, the role will require engagement with GIS vendors, the GIS team, a CAD System Integrator, and a CAD System Vendor.
The goal of the function is to provide delivery of all end-to-end GIS functions including GIS data management, mapping and analysis activities. This includes administration of spatial data to ensure currency and accuracy of data sets, troubleshooting and support for incidents and service requests.
Day to day responsibilities include:

Contributing to the establishment of the greenfield geospatial platform, providing mapping, geocoding and routing services for TZV’s new Computer Aided Dispatch system (CAD).

Actively engaging with the GIS Vendor to identify the detailed requirements of the geospatial component of the CAD software.

Contributing to the solution architecture of the geospatial component.

Together with internal specialists and external vendors, design and build the appropriate mapping, geocoding and routing services, including end-to-end integration.

Enhancing the base map components and developing tiling schemes for resilient and performance.
About You
The successful candidate will have a Diploma/Tertiary qualification in Geospatial Info Tech, Computer Science or related, and/or substantial experience in geospatial technology and geospatial data management.
The successful candidate will also have the below skills and attributes -
- Experience in GIS mapping services, particularly the development of tiling schemes for highly responsive environments.
- Demonstrable experience in the build and configuration of the ESRI platform, specifically ESRI Enterprise.
- Exposure to GIS architecture for highly resilient and highly available geospatial workloads.
- Exposure to the integration of GIS mapping solutions utilising API technologies.
- Exposure to VicMap, Tom Tom or Here Maps, as well as GNAF product suite or Value-Added equivalents.
- Strong interpersonal skills, and the ability to work with a wide range of stakeholders.
