Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role
We are seeking an experienced delivery manager to join TZV – Next Gen CAD at a pivotal time of growth and transformation. You will be responsible for coordinating the delivery of work across the Next Generation CAD (NGC) Project, ensuring business priorities are effectively translated into deliverable outcomes through disciplined planning, Agile delivery practices and collaborative stakeholder engagement.
Working closely with the Product Owner, the role supports backlog management, delivery governance, risk and dependency management, and cross-functional coordination to enable successful implementation of the NGC platform. The position contributes to delivery excellence by promoting continuous improvement, delivery maturity and organisational readiness while supporting the achievement of program objectives.
Day to day responsibilities include:
- Support the Product Owner by acting as Proxy Product Owner, including backlog refinement, prioritization, clarification of business requirements and ensuring work remains aligned to agreed business priorities.
- Coordinate the end-to-end delivery of agreed work packages, ensuring activities are planned, sequenced and executed to achieve agreed milestones, timelines and business outcomes.
- Monitor delivery progress, risks, issues, dependencies and critical path activities, implementing or escalating mitigation strategies to support successful delivery.
- Facilitate Agile delivery practices and ceremonies that promote collaboration, accountability, transparency and continuous delivery across the project team.
- Prepare delivery reporting, insights and recommendations to support governance forums, informed decision-making and effective management of project performance.
- Identify delivery, operational, compliance and implementation risks early, supporting timely resolution and ensuring solutions align with organizational policies, security requirements and governance standards.
About You
You are an experienced Delivery Manager with a strong background in coordinating the delivery of complex business and/or technology initiatives within a project or Agile delivery environment. You bring an ability to manage competing priorities, risks, dependencies and delivery outcomes in a complex, fast-paced environment.
With a collaborative mindset, you are comfortable building effective working relationships across business, technical and vendor groups.
You are driven by continuous improvement, have your proven proficiency using Agile delivery tools such as Jira and Confluence, including backlog management, workflow management, reporting and collaboration.
The successful candidate will have the following experience, skills and attributes:
- Demonstrated experience coordinating the delivery of complex business and/or technology initiatives within a project or Agile delivery environment.
- Demonstrated ability to manage competing priorities, risks, dependencies and delivery outcomes in a complex, fast-paced environment.
- Highly developed stakeholder engagement, collaboration and communication skills, with the ability to build effective working relationships across business, technical and vendor groups.
- Demonstrated analytical and problem-solving skills, including the ability to interpret business requirements, identify impacts and contribute to practical solution development.
- Experience supporting Agile delivery practices, including backlog management, sprint planning, delivery reporting and continuous improvement.
- Demonstrated proficiency using Agile delivery tools such as Jira and Confluence, including backlog management, workflow management, reporting and collaboration.
- Well-developed written communication skills, including the ability to prepare reports, business documentation, governance papers and presentations.
- Demonstrated ability to work independently, exercise sound judgement and adapt to changing priorities while maintaining delivery momentum.
