Triple Zero Victoria
Triple Zero Victoria provides the critical link between the Victorian community and the state’s emergency services agencies. In 2024-25, Triple Zero Victoria (TZV) answered 3.09 million calls for assistance. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Ambulance Victoria (including non-emergency patient transport), Fire Rescue Victoria, the Country Fire Authority, Victoria Police and Victoria State Emergency Service.
Position Overview
You will establish and lead the PMO supporting TZV’s Next Generation CAD, $253 million transformation program, with a mandate to extend common governance, reporting and assurance disciplines across the broader Digital Transformation portfolio over time. This is an objective, evidence-based leadership role: building and uplifting integrated planning, project controls, risk and benefits management, and introducing financial management as a PMO discipline. With direct access to the Deputy Senior Responsible Officer, you will provide constructive challenge to the Executive Director, Digital Transformation and establish a disciplined program-increment approach to controls and reporting.
This is not simply a technology program. Success depends on integrating technical delivery with operations, workforce readiness and capability, change, and commercial and vendor performance, and ultimately transitioning into sustainable operational capability.
Your Experience and Attributes
- Extensive senior experience leading a PMO in a comparable high-value, high-risk environment, with proven capability in establishing PMO frameworks, project controls, governance and assurance for complex transformation programs.
- Demonstrated success in establishing or maturing PMO capability from an emerging or evolving base.
- Strong command of program and portfolio governance, with the ability to identify emerging delivery risks before they crystallise.
- Demonstrated experience in integrated scheduling, financial oversight, resource planning and benefits governance.
- Outstanding executive communication and influence, with the credibility and confidence to escalate material concerns.
