Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role

 

The Director of Planning & Consequence Management plays a crucial role as an active participant in the Emergency Communication Information Services (ECIS) team. This position is responsible for developing ICT lifecycle and strategic plans, including technology, data, and investment plans. The role also involves creating policies and strategies that prioritize risk management, reliable data, and technological capabilities, while managing architecture and security standards. Additionally, the Director is tasked with planning for consequence management events that may disrupt or impact TZV services.

 

The primary purpose of the role is to provide strategic leadership with a forward-looking approach to TZV’s technology and system capabilities. This includes overseeing investment planning, ensuring security-by-design, optimizing ICT asset utilization, and developing business continuity and disaster recovery plans to address unforeseen events. The Director ensures that TZV’s technology infrastructure remains resilient and capable of supporting uninterrupted services even in the face of potential disruptions.


Day to day responsibilities include:

 

  • Develop and manage the Technology Strategy, aligning future considerations with Emergency Sector Organisation (ESO) partners and TZV’s objectives
  • Lead the development of Data and Operational Communications strategies to support TZV service delivery and the broader emergency management sector
  • Foster integrated stakeholder engagement, ensuring business requirements are understood and outputs delivered through effective collaboration
  • Oversee cybersecurity standards, governance, and frameworks, managing risks while balancing business needs and budget considerations
  • Manage TZV’s Protective Data Security Program, ensuring compliance with the Victorian Protective Data Security Framework and other legal obligations, while identifying risks and planning for business continuity and disaster recovery.

 

 

 

About You

 

The ideal candidate will have the following proven skills and experience:

 

  • Tertiary qualification in ICT, Public Administration, or related discipline, or substantial experience in ICT operations or Emergency Management policy/investment roles
  • Proven expertise in complex stakeholder engagement, collaboration, negotiation, and influencing outcomes across diverse groups
  • Strong strategic analysis, program development, and evaluation skills, with a deep understanding of public sector project management and investment frameworks
  • Extensive experience with IT and Communication Service Management processes, including delivering security and information change across people, processes, and technology
  • Demonstrated ability to manage competing priorities, lead multidisciplinary teams, and communicate effectively through business cases, reports, and stakeholder engagement.
