About the Role
The Contracts and Procurement Specialist is a key and active participant of the Digital Transformation department.
Reporting to the Contracts and Procurement Lead, the Contracts and Procurement Specialist is responsible for leading and managing end-to-end contract lifecycle activities as well as providing expert guidance and support within TZV. As the Contracts and Procurement Specialist, you will play a critical role in optimizing TZV’s procurement and contracting activities and ensuring seamless availability of goods and services.
As the Contracts and Procurement Specialist for the department, you will be at the forefront of procurement and contracting strategies, providing expert advice and managing vendor relationships to ensure quality project execution. Your role will encompass procurement, contract management, stakeholder engagement, and performance evaluation, ultimately contributing to the successful delivery of projects that enhance safety and efficiency in the emergency services sector.
This position is responsible for leading sourcing events and contracting activity and will be involved in all phases of procurement and contract management activities that require the skills necessary to identify saving opportunities to create value, create competitive environments, creatively negotiate with suppliers, and manage contracts to ensure seamless availability of products and services needed to support TZV’s objectives. This role requires highly developed commercial acumen with strong negotiation skills to deliver solutions to high value or high-risk sourcing and contracting activities, as well as the ability to identify and implement process improvement opportunities that will lead to improved strategic sourcing, procurement, and contract management within TZV.
Under the general direction of the Senior Manager, Commercial and Strategy, the role is responsible for leading and undertaking complex and non-complex procurement planning, tendering and contract management activities, whilst ensuring compliance with TZV policies and procedures and Victorian Government Procurement Board principles.
Day to day responsibilities include:
Undertaking complex and non-complex procurement, planning and tendering processes including:
- Preparation of sourcing requirements and RFX documentation
- Preparation for release to market, market briefing and clarifications
- Facilitation of evaluation panels, scoring and consensus
- Supporting contract negotiations and execution
- Preparation of status reports and briefs for senior management
- Developing 12-24 month procurement pipeline plans and analysis of category spend data
- Management of end-to-end procurement processes and provide clear direction, assistance and services to ensure the requirements are delivered within agreed timeframes and budget, and in accordance with relevant policies and principles
Undertaking contract management activities, including:
- Drafting of contract documentation, Change Orders and contract variations using Victorian Government templates and State Purchasing Contracts
- Maintaining a high-level understanding of key contracts, including obligations on vendors and TZV, and providing assistance to the project team in awareness and discharge of contractual obligations
- Developing and maintaining appropriate contract management plans, conducting risk assessments, and creating strategies to enhance program delivery
About You
The successful candidate will have the following skills, experience and attributes:
- Relevant tertiary or industry qualifications in procurement and contract management or a similar discipline (finance, law, contract management, project management)
- Extensive demonstrable experience in procurement, strategic sourcing roles, with a focus on procurement strategy development, vendor management and contract negotiations
- Extensive demonstrable experience in contract management and supplier performance management in complex environments
- Proven skills in stakeholder engagement, risk management and commercial advice
- Advanced negotiation skills with the ability to lead negotiations and finalise contracts with suppliers, including contract variations
- Demonstrated knowledge of procurement and contract management practices and procedures and financial management systems with at least five years’ experience in strategic sourcing with the ability to understand and apply the Victorian Government Purchasing Board guidelines
