The Position
Accountable to the Victorian Government through the Board, the Chief Executive Officer (CEO) leads the Triple Zero Victoria to achieve its statutory and strategic objectives, ensuring a strong focus on community safety, prevention, preparedness, response, and recovery. This includes building organisational capability, fostering strong partnerships across government, emergency services agencies, industry, and communities, and ensuring effective risk management in a complex and dynamic operating environment.
The role requires a forward-looking leader who can balance operational effectiveness with strategic innovation, position the organisation to meet emerging challenges, and prioritises a culture of collaboration, accountability, and service excellence.
The CEO is the public face of the organisation, providing trusted counsel to government, representing the organisation in public forums, and ensuring transparency and confidence in the organisation’s work.
We are looking for a proven values driven leader with demonstrated experience and exceptional capability with regards to:
Visionary leadership to the Executive leadership team and clear strategic direction in line with government and board priorities.
Operational & Service Excellence ensuring high-quality, efficient emergency services delivery.
Public Administration providing strong governance, compliance, and accountability frameworks within legislative, regulatory, and integrity obligations.
Health Safety & Wellbeing promoting health, safety, and wellbeing across all parts of the organisation.
Change & Digital Transformation driving organisational culture, capability, and change to enhance performance and resilience,
Stakeholder & Reputation building and maintaining strong partnership with the Board, Minister and government representatives, emergency services agencies, communities, and key stakeholders.
Success in this CEO stewardship role requires extensive executive level leadership experience with a record of achievement in executing strategy and significant change in a multi-disciplinary, diverse organisation, preferably in public sector environments such as health, justice or emergency services.
Tertiary and/or post graduate qualifications are desirable, preferably in Public Sector Administration, Commerce, Finance, Management, or related disciplines.
The Organisation
Triple Zero Victoria (TZV) deliver Victorians an emergency Triple Zero (000) and non-emergency service, 24/7 every day of the year, providing timely and effective call-taking, dispatch, and operational communications.
TZV is a statutory authority under the Triple Zero Victoria Act 2023 and is governed by a Board who is accountable to the Minister for Emergency Services. TZV has approximately 1,275 full-time equivalent (FTE) employees including Emergency Communications Officers.
