About Triple Zero Victoria

Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role

The Emergency Communications Information Services (ECIS) Business Manager sits on the Department Leadership Team and advises senior leaders in financial analysis, budgeting, forecasting and reporting support. The role translates complex financial information into clear, practical insights to support informed decision-making, effective procurement and contract and vendor management and sustainable financial outcomes to support ECIS Managers.

A key participant in the ECIS team, with a key purpose of providing the effective delivery of the ECIS functions and contributing to longer term planning for the Department.

Day to day responsibilities include:

• Manage ECIS Departmental budgets, including budget development, monitoring, forecasting and reporting. 
• Lead monthly reporting and financial analysis, including journals, reconciliations, actuals, variance analysis and reporting to executives and other stakeholders.
• Support management of contract and procurement activities across the ECIS division ensuring expenditure is within agreed budgets, and reporting is provided on a regular basis.
• Drive continuous improvement across ECIS, strengthening financial processes and outputs, providing financial analysis and advice to support decision-making.
• Facilitate communication with ICT groups, users and stakeholders.
• Monitor asset lifecycle plans and funding.
• Develop annual departmental budget submissions, ensuring project and  OPEX costs are captured.
• Effective reporting against TZV Technology Roadmap.
• Lead continuous improvement initiatives within EICS, including improvements to reporting, financial processes, systems and dashboards.

About You

Ideally you will be an experienced ICT professional with extensive experience, and knowledge of technology. 

The successful candidate will have the following experience, skills and attributes:

• A Diploma/Tertiary qualification in IT or finance studies or related discipline and/or 10 years’ /substantial experience in ICT and/or finance.
• Extensive experience in the use and deployment of leading-edge technologies, solutions and technology trends aligned to IT strategy to drive dollar savings, process, and performance improvement.
• Demonstrated ability and understanding of VGPB policies and procedures.
• Excellent communication skills both written and verbal, with ability to break down complex concepts to all levels of the business.
• Experience providing financial business support in a government environment is desirable.
• Highly developed stakeholder engagement skills, with the ability to build trusted relationships, influence outcomes including strategic decisions and work effectively with senior leaders and diverse stakeholders.
