Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role

 

The Business Analyst Manager is a key and active participant of the Emergency Communication Information Services (ECIS) team.

 

The main purpose of the role is to ensure adherence to TZV’s business analysis framework whilst also providing governance and quality assurance oversight for all business requirements, demand prioritisation, options analysis, order of magnitude estimation, capacity management and quality customer experience development across Triple Zero Victoria.

 

Day to day responsibilities include:

  • Develop and maintain TZV’s Business Analysis Framework, including Feasibility Assessments, Process Mapping, Requirements Management and traceability
  • Manage and lead a high-performing team of senior business analysts and business analysts across multiple projects
  • Engage with internal and external stakeholders to capture and document ‘as is’ and “to be” business processes
  • Ensure all requirements documents developed by TZV demonstrate a clear understanding and interpretation of customer requirements and adhere to TZV’s Business Analysis Framework
  • Perform gap analyses for future state processes to assist the development of revised operating procedures, training plans, test scripts, etc.
  • Scope and plan the Business Analysis elements of project delivery and work closely with Architects, Project Managers & Organisational Change Managers in the development of Business Cases, Project Management Plans, project forecasts, change impact assessments, Change Management Plans, Test Plans and Transition Plans.
  • Champion customer experience, operate best practice and continuously improve the function.
  • Produce clear and concise status reports and executive level briefings.

 

 

About You

 

The preferred candidate will have extensive experience in a similar role and demonstrated experience in the development and application of business analysis frameworks and/or methodologies within medium size businesses.

 

The successful candidate will also have the following experience, skills and attributes:

  • Demonstrated experience in the development and application of business analysis frameworks and/or methodologies within medium size businesses.
  • Extensive experience in developing detailed documentation of business cases, business processes and business requirements in both technical and non-technical language.
  • Experience in managing a practice of mixed experience Senior/Business Analysts.
  • Solid understanding of Project Management methodologies (both Waterfall and Agile).
  • Strong communication (written & verbal), interpersonal, negotiation and stakeholder engagements skills, and the ability to influence others to obtain support and work towards a common goal.
  • Tertiary education in Business Administration or Computer Science or equivalent
  • Affiliation with the IIBA and understanding of BABOK.
