About Triple Zero Victoria
Triple Zero Victoria (TZV) provides the critical link between the Victorian community and the state’s emergency services agencies. It provides Victoria’s 24-hour emergency call-taking and dispatch services for Police, Fire, Ambulance and VICSES.

About the Role
The Advisor, Workforce Operations plays a critical role in delivering high‑quality generalist HR support across the full employee lifecycle at Triple Zero Victoria. As a key member of the Workforce Operations team, you will provide timely, accurate and best‑practice advice to leaders and employees, ensuring our HR services, processes and systems operate smoothly, compliantly and consistently.
With a strong focus on generalist HR matters, the role supports a broad range of lifecycle touchpoints including onboarding, internal movements, secondments, promotions, employee benefits, recognition programs and exit processes. You will also oversee end‑to‑end recruitment activity, including coordination of high‑volume recruitment campaigns such as those for Emergency Communications Officers.
This role has continued to evolve with the introduction of P&C Connect (ServiceNow), which has enabled a more centralised, advisory‑led service model. As a result, the Advisor, Workforce Operations now plays an even more integral role in ensuring leaders and employees receive consistent, high‑quality workforce support, underpinned by streamlined processes, clear guidance and responsive advisory service.
Day to day responsibilities include:
- Provide timely, accurate and service‑focused HR advice by interpreting policies, procedures, legislation and Enterprise Agreements, and managing a wide range of employee and manager enquiries.

Support leaders with evidence‑based recruitment and selection practices, including leading Triple Zero Victoria’s high‑volume Emergency Communications Officer campaigns and monitoring selection outcomes and early attrition data.

Act as a subject matter expert on HR policies, Enterprise Agreements, systems and processes, delivering consistent, best‑practice guidance across the organisation.

Participate in job analysis activities and assist managers to develop accurate, capability‑aligned position descriptions that clearly define success in each role.

Provide advice and support on people‑related changes, including flexible work, secondments, higher duties, salary reviews, job evaluations, reporting line changes and probation review processes.

Ensure high‑quality processing of employee lifecycle changes with strong attention to detail, maintaining the integrity of workforce data and supporting smooth lifecycle transactions.
About You
The successful candidate will have the following experience, skills and attributes:

Tertiary qualifications in Human Resources, Organisational Psychology or a related discipline, or equivalent experience, with desirable accreditations such as AHRI membership, Mercer job evaluation, capability frameworks or psychometric assessments.

Demonstrated generalist HR experience with the ability to interpret policy, legislation and Enterprise Agreements, apply critical thinking and exercise sound professional judgement to resolve complex people matters.

Experience using HRIS and recruitment platforms (SuccessFactors highly desirable), supported by intermediate Microsoft Office skills and an understanding of public sector environments.

Proven ability to build strong, trusted relationships and provide customer‑focused support while maintaining professionalism, credibility and balanced decision‑making when advising stakeholders.

Highly detail‑oriented, organised and capable of managing high volumes of work while maintaining confidentiality, discretion and good judgement when handling sensitive or ambiguous situations.

A continuous improvement mindset with the ability to identify opportunities to enhance processes and service delivery.
